whether MyBB version 1.6.9 is free from DDOS attacks?

I advise you read the Wikipedia article I linked to. It doesn't seem that you fully understand what a DDOS attack actually is.

I think I found the anti ddos plugin.

This plugin works if one ip access faster than 3 seconds it will be immediately transferred to 403.

and I want this menannyakan. how to do the settings in this plugin. to change the time to 1 second. This plugin has a very short script .. if you could check it for me. ?

That plugin won't prevent or mitigate DDOS attacks. If it was as simple as throwing a 403 if you're making too many requests then DDOS attacks wouldn't be such a big issue. The server will still have to handle the request to even get to the application level. It doesn't solve anything.

so this plugin only prevent malicious users to access the web faster than 3 seconds.

if it's not the same as stopping DDoS attacks .. if any ip access more than 3 seconds faster then they will find 403 pages, and they can not act on anything else.
if there is an attack thousands of times per second, they will be redirected to the page 403. it can not resolve ddos ..!!

lol, DDOS mitigation in application level(mybb or .htaccess) is impossible, because it entered the server (your application in server)..

Best way to prevent DDOS is use DDOS protected hosting or buy ddos protecting Hardwares like corero or watchguard($ 8.5k )

I suggest you spend more time in learning what DDOS is and how it starts in first place. This is something which cannot be stopped at application level by plugins.

cloudflare apparently has anti DDOS .. : D
