Does anyone know any good forums/sites that allow promotion and advertising? I'm looking for more to add to my list to expand www.chitnchat.net - Thanks!

Social networks do the trick for me. None of the sites listed above have helped me whatsoever in terms of gaining and keeping active members (I haven't used all of them, but I suspect that's the case with the others as well).

I recommend not going to sites that are meant for forum promotion; They just don't work.

So where to adverise our forums? On facebook?

Start off with a Facebook and Twitter page. They sure helped me.

These are basically backlinks.
The more you have ,along with social media,the better off your page rank and respect will be.Use them all,but only add a few at a time.

Hardly, anymore. I haven't clicked a sig link in about three years. People learn how to filter out things. It's one of the reasons you are supposed to change ad positions often. You learn to visually filter it out. 

There was a study with facebook ads and content and people just ignored the old ad section completely, regardless of the content there.
