Well, I've got the domain youtuber.us to use, what should I do with it?
Don't tell me that it should be a youtube site? Really?
What specifically should I do, like, what software should I use to do what, or any general opinions?

General opinion; you just wasted money in a domain.
add a top 100 thing for youtubers to enter and have other people vote for the top youtuber? If you choose youtuber.us , then you really need to use something with youtube..
And you realize that if you use this domain for anything Youtube related then you're breaking their Trademark?
I'd like to do some type of promotion system, but I'm pretty unsure..
Normally you figure that out before buying a domain.
I'd be careful with what you do on this domain. With the domain name I'd assume you wanted to go with something Youtube related but then again you could land yourself with some legal troubles.
I'd probably sell the domain (if you can) or park it & let it expire.
