I have installed, deleted, and reinstalled many times. My board still does not look proper. What is wrong? I am out of clues.

Can you check the permissions for your cache/ directory? In addition, please visit this url and tell us if anything is not writable.

Everything is writable there.

Can you please rename the file ".htaccess" to "htaccess.txt" and see if anything changes?

It alredy is htaccess.txt

Seems like your global.css file is corrupted. Can you please try to re-upload all files, just to be sure nothing else is broken?

the system is saying

folder permissions appear to be incorrect

http://docs.mybb.com/CHMOD_Files.html says to change CHMOD permission
./cache/ >> 777
./cache/themes/ >> 777
