admin panel >> themes >> default >> global.css --> click on save changes & close
open your forum page and press CTRL + F5 --> does it show normal ?
Still there is no permission for .css, as stated earlier.
Are you using some ftp software to set permissions?

I used FireFTP on Firefox
> FireFTP on Firefox
Right click on \cache\ select Properties (Ctrl+P) and enter Manual: 0777, then click OK.
Do the same for \cache\themes\
There are subfolders in \cache\themes\ - 0755 should work for them.
^ it appears to be a web host issue!
