use binhoster.com its been up for a long time now and they are very reliable.
There are very few reliable free hosts out there. Sadly one would have to pay the full licensing & server fees whilst making very little to nothing back (Most of the times not covering costs).
It is hard to get a reliable service when the costs are not even covered. For a mere $7 or so per month you could have a very nice, fast and be with a reliable web host

IcyBoards DO give database to the users and offer ad removal in such a cheap rate a hosting cost is way more than that.

There are reasons why hosting would cost more than just ad removal. Essentially with hosting you get ad removal, with hosting you get a control panel, full access to files, email accounts and many more things you just wouldn't at IcyBoards or any other free host.
