There are reasons why hosting would cost more than just ad removal. Essentially with hosting you get ad removal, with hosting you get a control panel, full access to files, email accounts and many more things you just wouldn't at IcyBoards or any other free host.
You are never going to find a free host that 1) Gives you full access, 2) Has no advertising, 3) Is reliable and has 99.9%+ uptime.
Oh ye of little faith. Last time I checked, we were doing that on H4P.
