Do you have any important content on your forum? Because if you haven't anything I suggest you just reinstall the forum, as that is the simplest way.

Correct, the skin has nothing to do with duplicate settings.
uhm, you could go into phpMyAdmin and remove the duplicate settings. That would be the easiest and hassle-less way. If you don't want to do that than just reinstalling should solve your problem.
Installing all over again?

Just export your theme and re import it after the reinstall, if you don't want to do it the phpMyAdmin way.
