Can anyone please make it that when you mouseover the text then the full text appears. Would be appreciated.

If you want to make a link which shows the text whenever you mouseover the item you can use.

<a href="<the link>" title="text">Text</a>

what i mean is when members or staff go in forums then into a thread
before they read it a text baloon shows up
