I cannot use the smiles on my forum when I click on the icons, nothing happens it does not auto add the smiley in post.
have you checked whether smilies work on MyBB's stock theme ? what is the other theme you have ?

The other theme I have is dark 1.8 that was what it is called.

^ if ckeditor added through a plugin then it can be deactivated from plugins page. MyBB's default editor should be displayed

You're missing images/dark1.8/jquery-ui.js and images/icons/photo.gif files from the theme package.
In my images there is no dark1.8 folder its
/images/jquery-.ui.js
That's exactly why I'm saying that it's missing... You need to create the folder and add the required file there.
