Yes, one of your modifications is using require MYBB_ROOT."inc/functions_user.php"; and not:

require_once MYBB_ROOT."/inc/functions_user.php";

You'll have to find out which one it is yourself - either by searching through your modifications/plugins or disabling them one by one.
