Should I just use the base files in mybb 1.8.7? Or download for example Great Britain language pack and work off of this?
Also, I have a very old translation pack from 1.4 for this language (none newer exists). Is it easier to start from scratch with a 1.8.7 pack, or can the 1.4 pack easily be ported over?

though you can modify old version's language pack, it would be better to start from scratch
