I'm using the MyIPB theme and I've noticed when logged in I can't open the account control panel via drop down (drop down doesn't appear) or at least it doesn't on a tablet.
How can I fix this?

I would suggest contacting eNvy, but he currently is away and will not have any time for theme updates or support. I am not familiar with that specific theme and you should provide your forum URL and actions made before the error occurred. That information can help retrace your steps and others can better assist you.
Leaving a test account and link to your site would help. You've given very little to go off of, my guess would be a JavaScript/CSS conflict depending on the type of dropdown. Again though we can't help you if we can't examine the code ourselves.
1. Any theme related issues should be posted in Theme Support section that way you might get response faster by the creator.
2. Provide your forum url with test account, also which version of MyBB are you using?
Tipsy.js & jQuery.js files are missing from ~/images/myipb/custom/ folder.
they should be uploaded from the theme's files pack

I've had a look and both files are there.
