I wanted to add a new background image for my forum theme(s) (with "background: url(" in global.css and all), but whenever I make the changes, the new image won't change on the live version of the forum. Ctrl+F5 doesn't work either.

Oh I did that, it's what I've always done. It's just now whenever I add the background url to the body section of the global css, nothing changes on the live forum version.
how about this ?
rename your images to MagicCraftBackground.jpg
and replace old background
upload with ftp
upload to forum/images
Just tried that too, even removed the old background. The old still shows up.
I did noticed that when I create a duplicate theme with the new background url added in, the new background pops up just fine. I created the Test theme for example on the forum.
Try to clear your browser cache. Old cache interferes when making changes.
Cleared my browser caches, the old background is still there.
try to change the background image directory...
if images location was in images/MagicCraftBackground.jpg
try to create a new folder in images named anything.. ex:- bg
then replace the image link in css
images/bg/MagicCraftBackground.jpg
