You're cookie settings aren't correct then. I don't remember how to change them, though.
Your cookies should be:
Domain: .tikitackettforums.info
Path: /Forum/Upload/
If you don't have access to the AdminCP or phpMyAdmin, delete everything and start again. ;]
It can't be, otherwise it would log you in fine.
