I am using window xp and I'm frustrated my HTML knowledge is limited but I've read several frontpage tutorial is it possible to edit your forum with such software ???

That would require a code modification or plugin. You can try making a request for such a plugin in the Plugins -> Requests section of this board.
(though, with Q&A, how can you prevent cheating?)
