Is all the files uploaded?
Not sure why you use that long URL.
Use this:
http://weathertime.izfree.com/mybb/install/upgrade.php
And you're all set.
That dont work either.

Just tried "http://weathertime.izfree.com/mybb/install/upgrade.php" but got a 404 err.
What's your file structure? Dont you have all the folders and index.php under mybb?
Are you sure you uploaded all the files?

Provide a screen from your ftp client so we can have a look at the structure.
Going from this URL:

http://weathertime.izfree.com/mybb/mybb1.4.6/MYBB1.4.8/install/upgrade.php

You've put the changed files into a new folder, you're meant to overwrite your current files with the changed files package.

I don't think put it in a new folder
Browse to you root and post a screen.

Well, you have, look: /mybb/mybb1.4.6/MYBB1.4.8/

Unless you have a very odd file structure, you haven't overwritten the current files, you've put them in a new folder.
