Would something like this ever be released to the public?
well that was kind of a stupid question. if it was the MyBB theme, of course it would be released to the public. it would come with the Bulletin Board.

Obviously, but thats not what I'm asking, because I'm assuming not everyone wants the default theme to change. Therefore, next time read what everyones said.
I like the overall skin, but the logo is best of it all

Overall, I tend to agree with Darren. The logo, and the forum activity icons look nice together, but the tcat background really bothers me.
