Well your budget will be thighter if nobody is gonna bid your "start bid".
And the domains name itself kinda sucks, that's why so low bids.
10 bucks is a standard price (If You want to get exact, its about a few cents over $9)

Network solutions is 13.99 if i remember correctly.
I bought them at namecheap.com and dynadot.com
Go there and look at their prices.
