So, I want to upgrade, but I am not quite sure how to do this while retaining my mods, posts, users, etc. So could someone possibly explain this to me?

You just run the upgrade script. No content is destroyed.

Where can I find the script?

On the upgrade, do I do steps one and four? I'm not quite clear on that.

Correct, just like the wiki says, no step 1 or step 4

For an upgrade like this you just upload the changed files package, and run the upgrade script if necessary.

Where is the package?
