You are wrong, tested and it works PERFECTLY on MyBB 1.6.13.
Login as a registered user and try to download the attachment. (User shouldn't have any posts)

Not sure what issues you are experiencing, but I just installed MyBB 1.6.13 here and set up some test accounts to show it works

username: zero
password: nopost
You will see user with 10 post CAN download the ZIP attached
while user ZERO, with 0 post is unable to download the ZIP.
in version for 1.8? or just change compatybily?
