Currently running 1.6.4 on a 1.4 million post forum.

After the upgrade, users with accents in their name had the accents changed to �. Would that be a bug with the upgrade script, or a problem with my server?

As you said, you don't support unreleased versions, but it would be nice to know where the problem lies.
If you take a look at the upgrade script (located in ./install/resources/upgrade20.php), nothing's happened to update the usernames.

Make sure the encoding you're using in ./inc/config.php is the same as your database encoding.
Doh! I see where the problem is. I made a mistake to a custom edit in ./inc/db_mysqli.php
1.6.5 will be just as big an update as 1.6.4 - I hope you're remembering where these edits are (or using the Patches plugin).

How is the performance with the new version? Better?

I've only made 3 major edits to integrate MyBB with a custom software. It wouldn't be too hard to reapply to 1.6.5. Toungue

I have say, there is a definite increase in performance. On 1.6.3, forum display would take around 2 seconds to load. With 1.6.4, it takes .7 seconds to load.

On a forum of this size, that's a huge increase. Smile

What are your forum stats, Wiz01?
213k posts, 222k users. Average queries: 20-30/s.
Mine are:

1,445,000 posts, 185,000 users (Many pruned)

So you can see why yours would be faster than mine Toungue

Overall, 1.6.4 will increase performance for every forum, no matter what size. I hope 1.6.5 will contains some optimizations too. Smile
