  A few Mybb problems

Hi, I have a few technical questions that you guys can hopefully help me with.

My first problem is that my portal isn't displaying my announcements. On the portal settings I have it set to take announcements from the forum I want but they still don't show up.
My second problem is with the login field on the guest header. Everything looks fine until you click "login" and then the login field pops up and pushes the "login -- register" text downward when I want it to dissapear. Also the login field gets pushed into the middle of the header image and it looks awkward.
And my last question is how to change how the portal looks so I can have some of the boxes on the right side instead of all of them on the left.

  Attachment Problem

Ive come across this problem before , theres an attachment on my forum that has been uploaded and was downloaded successfully , until now.

When a user tries to download the file they get an error:

File not found
Firefox can't find the file at http://www.mybbextras.com/attachment.php?aid=308

Any ideas why this file is now returning this error, i cant figure it out. Huh

Is there any way i can make it so word filters apply to everyone unless they ticked a box to unblock word filters in there usercp? or would this have to be a requested plugin?

The option for these both were 0 posts, so anyone can obtain it.

Upgrading 1.4.8 to latest 1.6

I uploaded the files to the server (except /inc/settings.php) for upgrade.

Forum is located at legosinparadise.org/lipforum

entered: .../install/upgrade.php

I get this message:

A similar message appears if I simply try to access the forum, except it ends with "/class_error.php on line 51"
