2nd is that i dont see anything other then just simple TEXT. How can i fix this? (i mean i want to see this Mod Notice in table... in other color then just simple forum color)

I think you can edit the modnotice template to make it look 'nicer', or (I think) you can add mycodes:

Do you add this CSS to your theme?

ACP >> Templates & Style >> Themes
select you theme and click on button Options >> Edit Theme
Click on global.css and then Edit Stylesheet: Advanced Mode on top right corner.
Add this code at end of Stylesheet.
