Tapatalk canot connect? Help

One of my clients posted this in the tapatalk forums but he's not getting any answers nor can i find a similar situation digging around for him over there. Hopefully someone can help out here.

My members want Tapatalk and today I installed it and gave it to them.

Installation instructions are easy.
Registered here and tried to connect the site to the network.

I get an error:

Tapatalk Plugin is either not installed or installed incorrectly. Retry Help
Error message:More

Clicking "More" gets me this:

Not Installed: Cannot detect http://2fjs.com/mobiquo/mobiquo.php Check this file existence and try again.

I checked for the mobiquo.php file in the /mobiquo directory and it is indeed there.

Permissions are 755 for directory and 644 for mobiquo.php

Checked the settings and I left everything default.

Cannot check if this works on my phone until the system can connect to the site.

Anyone else have this issue and how to resolve it?

I've looked into this for Goggalor and it was due to a blocked IP range in the htacces

deny from 50.16.0.0/14

Which is for the Amazon EC2 clusters.
