1. Upload staticimage.php into inc/plugins
2. Activate it from admincp
3. Then go to Config page and change the setting of the plugin

Is there a way to limit which user groups view this? As it would be handy as a registration notice but obviously you wouldn't want it to show to members, same with certain advertising.
