Make 1.8 Bottom Menu styled like 1.6's

I'd like to change the Bottomf Menu from looking like this:



To look like this:




How would I go about doing this?

Just use text-align: center; in footer upper class inside global.css

I don't think it did anything. I'd like it to be a single bar and not stretch from one side of the screen all the way to the other.
