It mostly just template edits. The main text you see is written directly in the portal template. The images are simply uploaded to the server via FTP.
I added some more stats to the portal code (for downloads count and stats info) and the rest is template edits or plugins that provide the data (latest downloads/apps and trending topics).
I removed the navigation from the portal with a file edit to functions.php
My big board at
http://www.pavementsucks.com has a ton of stuff on the portal for all over the site. all using the same basic do-it-yourself principles
