I was also unable to set forums as read. Another issue was that opening one unread thread, caused all other unread threads in the forum to be marked as read.
Turns out the reason was a setting in Configuration - Settings - Show Thread Options.
Read Threads in Database was set to 0. Changed it to 10 and problem was solved.
