What css property to edit to change all tipsy popup's font size ?

There should be a tipsy.css, where ever you see font-size: px;

From where does this hard coded text get's queried ? - "Find all posts by this user" & "Send this user a private message" etc . Is it stored in core of mybb DB or in some core MyBB files ?

^ such phrases come from language files (eg. ~/inc/languages/english/global.lang.php)
