Owners of 'hacking' forums are indeed eligible for support under the new policy.

Are site owners of hacking and leak sites eligible for support in terms of this policy? A yes or no answer please.
Kawaii has answered this, however, I do disagree with giving support to websites that promote the theft of other people's work, especially the ones that "leak" paid software.
The software authors are losing a lot of money through those "leak" websites, therefore, I cannot and will not support policies that do not condone this type of illegal activity.
Regarding hacking... well, there are 2 distinct camps of hacking, black hat, and white hat.
I don't buy the garbage of 'gray hat' hacking, it's either one or the other.
I do support white hat hacking, but not black hat hacking.
Just my 2 cents on this.

If I recall, this was changed after Labrocca was very vocal about the fact that having HackForums caused him to be denied support for
other websites he owned; and it was deemed that it was just easier to remove that particular restriction.
Could be wrong, but I recall this taking place.
Just an interesting piece of MyBB Folklore.

I have never heard of white hat hacking. Hacking is hacking, an illegal activity. I am not only surprised that a professional product would potentially leave themselves open to legal issues because of supporting activity like this, but its just a continuation of a drop in standards here.
I also note that the policy wrt theme owner copyright has been changed. Before, the policy read that any siteowners with pirated themes would at least be denied support. At least one moderator always checked for proof of purchase of premium themes before providing support, now i see it's no longer the case. The wording in the policy has been removed, so now i read it as we will support everyone, incl. people who come on here with their leaked themes looking for support. Totally bizarre.
In any case, the MyBB Group (whoever is in charge of it) can make policies as they wish. At least someone on the team has clarified the position. As a theme author i look at this, and think there is no way I would publish my work on a site like this.

Ahhh -- companies pay people to break into their systems, it's called 'ethical hacking'. Good example is HackerOne.

False. Companies all across the world hire professional individuals to attempt to breach their computer systems in order to effectively test the security measures put in place. It is a process known as 'penetration testing' or 'ethical hacking' within the industry.

What you are talking about is more a question of morality. Is it moral for us to provide support to sites that you might personally find ethically or legally questionable? Who should make these policies or rules? Me? Another member of the team? I do not believe that anyone here is necessarily qualified to make such a decision as to what content is 'moral' or not. I personally take the view that either none of it is okay, or all of it is okay - there can not effectively be a middle ground. I will not place myself on a pedestal and deem users of the software ineligible for my support purely based on the nature of their forums because I believe that our users should be treated equally.
This wasn't originally about who gets support, it was originally about why are leak sites allowed to be posted on here. Not only was it leaking MyBB content, it was a porn site and stealing/leaking peoples personal accounts of all kinds. If that isn't deemed as immoral then I don't know what is. Any other site bans this kind of stuff.

My original question and reason for starting this thread does not relate to that other thread directly.
