He means that the umlauts are not shown anymore. I only tested this time in Outlook 2007. The subject and the message were both "Test äöü Test". This is what you get:

Not sure what to tell you. Those two files used the exact same code that we use in xmlhttp.php for parsing non-UTF-8 strings to UTF-8.
Try this one instead, I just did and works fine for me using 'Test äöüß' as subject in Thunderbird.
