I think a feasible offer would be $40 dollars.

I don't really understand ownership of plugins, though.
If you didn't make it, buying the ownership is kind've like the easy way out.
I personally wouldn't do it.
But I guess 30-40 would sound reasonable.
But you must also consider how the site's reputation is very bad.

as far as Plugins are concerende, I will definetely give the buyer all credits to own them, Claim them, distribute them, change its code, any thing he/she wants...

It will increase in the future, and also it gots listed in the google search engine
