You're probably not going to get a good deal without any good hookups.
I actually have very good and rare hookups.
So far, I've never paid for a domain (I've had 6).
I had dedicated server hosting for $10 a month (I stopped doing this although i can easily take the deal again).
I doubt you'll get good hookups out of nowhere.

you can easily find a decent free host...I don't pay for any hosting on my sites (not counting T2P, since I don't own it), all I have payed for are domains.
Just get an 8.99 domain, upload the board, close it, work on it, then release...yay! IMHO releasing a board before you have created the main portion of you want from it(main plugins like point systems, BANNERS!, and forums)....why release when your constructing it?
Just my opinion, you'll ruin your sites rep before you even have one.
