There is a dedicated designer already on the team, his name is JustinS. and he is responsible for not only this site and the default theme but also the entire Afresh theme set. I think he manages Ok don't you considering you run his themes on both your forums?

FYI that photos is from stuck in customs http://www.stuckincustoms.com/ which is the blog of a world renowned HDR photographer (he happens to be my favorite). The photo is generally changed every year.
