Yeah, you haven't got {$headerwarnlevel} in the template.

Also, you don't need the cut off set to 100, unless you only want to show it for people with 100% warning.

Yes, you're not reading what I'm saying... that code is just a reference, before that, you need to add {$headerwarnlevel}
