The default admin permissions are editable in the Admin CP --> Users and Groups --> Admin Permissions. The [edit default admin permissions] link should be at the top.
i get an error:

mySQL error: 1062
Duplicate entry '0' for key 1
Query: INSERT INTO mybb_adminoptions (uid) VALUES ('0')

Ditto that.

Anyways, back to the more pressing problem for my board. I can't understand why my categories and posts are not appearing. My DB is fine. Did this crack fiddle around with any settings I need to fix?

Also, I assume there is no setting to keep users from being able to belong to a second user group?

Thanks

Edit each category and forum and make sure that the setting "Forum is active" is set to "Yes"

No there isn't a setting to turn on/off secondary usergroups.
