Not necessarily, you can make GUI's with OpenGL. However, it's harder than SDL when it comes to GUI's so I use SDL for GUI's or a specific frame work for that OS (GTK, .NET, etc)

I'm using Zend Studio 7 for my php work. Under both Windows and Linux, though primarily I only use it under Linux for dev, and both for testing/debugging.
I also use gPHPEdit and gedit for quick edits in Linux. Or sometimes even Joe (Joe's Own Editor).
A little off topic, but I also use Anjuta IDE for my C programs. I like it a lot and I'd love if they added support for php, ruby, and other web scripting languages.
Other good editors for Linux (Not sure how many have been ported to Windows):
Quanta Plus, Eclipse, and Komposer.
I know many Mac addicts who use Dreamweaver, which has also been ported to Windows.
I may have already posted some of this previously in this thread (too tired and lazy right now to browse through it, but I vaguely remember doing so)
One final thing, the debugging capabilities are the main reason I use Zend Studio. Blows everything else out of the water.
