well i have no good news regarding shout box.

It displays the page as normal for me. If there are no messages/shouts, the shoutbox won't display anything?

no no just try to shout.....................
it will say "Please wait for another user to shout before attempting to shout again."

Just out of interest, is shouting enabled for registered users only?

Yeah, have you gone in and updated the settings for the shoutbox? Sometimes plugins (especially the older ones) don't work properly until you've updated and saved their settings.

you mean in AdminCP>Board Setting>Change>Shoutbox

yah i have done that altered every thing saved each setting still nothing to display except the only error posted above.

one more thing when i opened shout box (in a new window from its link at my index page) i got this in the address bar

No it aint;
I get this error

Guest shouting is currently disabled.

there is a link on the index page on the right top of my broad index page under the current date and time in this form as given below.

if here i click on shout box nothing will be opened except my frim index page refreshed.

i have current set this to 20 but still nothing on.

Do your settings get saved ? ./inc/settings.php CHMOD 777 ?
Cause that's the only setting (Maximum Consecutive Shouts) that can throw the error you get.
