Edit: Added a screenshot that has a preview of the next version.  Mass moderation is a feature that will be available to all global moderators.  I currently have open, close, approve, unapprove, lock, unlock, stick, unstick, and soft delete threads as options.  I will look into restoring threads and custom tools depending on the difficulty of implementing.

It doesn't seem to show up, even though I have both {$recentthreadtable} and {$recentthread_headerinclude} in the Index template.
It would be helpful if you included your forum url. Have you checked the plugin settings, specifically the one that says permissions? Whichever groups are selected in that box CANNOT view recent threads. You might also check your User CP->Edit Options and make sure that under other options you have it checked. It should be checked by default.

Templates & Style > Templates > Default Templates > Index

I moved the recent threads to the header, and while it works it takes up to a minute to load in. I was wondering if there's any way to make sure it will load in quicker, like how it loads in almost instantaneously when recent threads are on the index.

Hello, your plugin doesn't seem to show up, even though I have both {$recentthreadtable} and {$recentthread_headerinclude} in the Index template. I'm using Flatty theme. (Index Templates : https://pastebin.com/raw/sZSFzQa1)

I used the newest version 1.8.21 and php version 7.2.19 . In the index templates are both variables, but I can not see the last post. Here the index templates

I'm having the same problem. I'm using the default theme.
Use latest version from GitHub, works fine for me.
