How hard would it be to alter the top navbar to be similar/the same to the one posted by you here?

Not hard at all, just a few color changes as the active tab is already done.

Im also referring to the fixed position so that it scrolls with the page, I attempted this but was unable to recreate it.

It will work fine but you'd have to either use color codes or an image for the menu bit, I use the body background as the menu background as it is.

Just put a image with html and move it with margins with css. If you don't know how to do that, you should learn html and css to improve your theme as you want.

Someone reported that the quote button doesn't always work (the regular quote button, not the multi quote), any ideas on how to fix that?

Just tested it on my site and it works as normal, do you have any plugins on that page or extra code?

Change them in Templates > Vienna > Index Page Templates> Index  .. Look for
