Rating is working fine for me.

Try upload a fresh copy of the theme and see if the editor shows, i think you have removed code that is needed.

Yes, as I said the Rating is working fine, the BBEditor, Smilies and Recent Activity are what is not working. Re-uploaded the theme, the problem still persists (No BBEditor showing, Smilies not clickable and Recent Activity doesn't show anything), sadly.

Any solution to this?

unistall any plugins u have and test it

Either jQuery conflict or it's your free host.

Uninstalled the plugins, the problem persists (even on Default theme). But then I added this line above {$stylesheets} in headerinclude template: 

<script src="http://code.jquery.com/jquery-latest.js"></script>

BBEditor, Smilies and Recent Activity are working perfectly now, however, the "Rate" button is now broken.

Edit: The +Quote and Report button aren't working now either.

Edit edit: I'm not entirely sure what I did but everything seems to work perfectly now

Send me your site link, you can just delete the tooltip file linked in your headerinclude but i forgot what it's called.
