I have this problem too. It's a new install and I've added the Webmaster theme. I tried to make my first post from a Moderator account and hit the error.

1.2.14 downloaded this week - note that I have applied a different theme.

OK, I have reverted back to the default (as supplied) MyBB theme and I no longer get this issue. Therefore, I would guess that the Webmaster theme has an incompatibility.

I only get the problem when using inline moderation or when I try to change another user's post.

try re-upload inc/class_moderation.php please

Now I can delete other users posts but I still can't use inline moderation.
