Today, I have been founded a new account, with admin permissions and I can change acp style from new account.

I talked to my host and they took a minute but they fixed it I use HostGator

You're sure mod_security is turned off by your host...?? That's practically the only thing that causes this.
my host speech mod_security is necessary for security.
Well, that's what's causing it then. Not much else we can do if they insist it's necessary.
