I'd read up on the Canadian charter contract law. Parents are only liable if they fail in teaching their children else-wise. And it can be argued that the internet is so vastly expanded that no one can truly teach about it, because its rate of growth is much too insane, and it is the provincial government job to inform and update them with regular schooling.

Canadian charter rights contract law is 18 in most provinces.

And no, contract law is the same in all provinces, all of them state that child above 6 are usually liable for their own actions unless parents were negligent in their teachings of the child. Lets say you tell bobby not to play with fire, hurt others, or play with gas. Then bobby lights timmy on fire, killing him. The parents would not be liable, timmy would be. They taught him otherwise. At this point he would most likely be sentenced to therapy and maybe moved into a institution for psychological issues, but the parents would be scott free.

Well not scott free, CAS would likely jump their arses.

Oh yeah.. That's only for this country and thus USA. Unsure of the laws in other countries.

In Canada (provinces of Alberta, Manitoba, Ontario, Prince Edward Island, Quebec and Saskatchewan) 18 in order to form a contract.
@41shots :

The parents could be sued on civil because as the "tutors" of their child they have the legal obligations and responsibilities for the damages caused by their child.

In Quebec, based on the C.C.Q. they would have to pay millions of dollars for the death of timmy to his parents unless they have civil assurances to pay for it.
