Most of the staff have blogs, including me, that has information of 1.4. Also there is information in the wiki and on mybbfans.com and mybbgames.com
Maybe you should take a look at the wonderfully-documented wiki article on 1.4 - [wiki]1.4.0[/wiki] - it has a nice list telling you everything that we've announced about 1.4.
I say we boycott 1.2.9 and demand 1.4!!!
I think it will be released a couple days after new years. Because they will plan it for new years but well they drink a little to much and need a few days to recover
